Racketeers. Similar to when Costello had every judge in NYC in his pocket, or used powerful "persuasion" on those who didn't fall in line. This is more persuade on a case-by-case basis. Also racketeers often put someone in front of them to take the heat. Like Mary Sue, et al, in Snow White. Based on reasonable guess-work the church itself doesn't seem to have many members, but word on the street says this ain't their only racket, or even the most lucrative.
